On January 20 2007, the Santander Group, the CRUP, the National Association of the Federal Higher Education Leaders, in representation of the Federal Universities of Brazil and the Rectors Council of Paulist Federal State Universities, in representation of São Paulo's Public Universities, signed an agreement for the creation of the Santander Universities Luso-Brazilian Scholarships Program.

With the signing of this Agreement, it is intended, to strenghten academic links between Portugal and Brazil, to promote the construction of an Ibero-American higher education encouraging students mobility and promote excellence. Under this agreement was created a Comission for Implementation and Monitoring Santander Universities Luso-Brazilian Program, wich is responsible for approving and distributing grants among universities, establish the timetable and procedure for the award and enjoyment, after aproval by the list of applicants.

The Brazilian Universities participating are the following:

  1. USP - Universidade de São Paulo (USP);
  2. UNICAMP - Universidade Estadual de Campinas;
  3. UNESP - Universidade Estadual Paulista "Júlio de Mesquita Filho";
  4. UFF - Universidade Federal Fluminense;
  5. UNIFESP - Universidade Federal de São Paulo;
  6. UFAL - Universidade Federal de Alagoas;
  7. UFRGN - Universidade Federal de Rio Grande do Norte;
  8. UFRGS - Universidade Federal do Rio Grande do Sul;
  9. UFPEL - Universidade Federal de Pelotas;
  10. UFPI - Universidade Federal do Piauí;
  11. UFPE - Universidade Federal de Pernambuco;
  12. UFBA - Universidade Federal da Bahia
  13. UFMT - Universidade Federal do Mato Grosso;
  14. UFRRJ - Universidade Federal Rural do Rio Janeiro
  15. UFRG - Universidade Federal do Rio Grande;
  16. UFRJ - Universidade Federal do Rio de Janeiro;
  17. UFMS - Universidade Federal do Mato Grosso do Sul;
  18. UFU - Universidade Federal de Uberlândia;
  19. UFG - Universidade Federal de Goiás;
